(IC) Purpose for Jutsu: Keizuna has always been a user of C ranked and lower techniques, outside of supplementary jutsu such as clones. He knows the power of fundamentals, and as a figure in the village that has taught so many people, he's aiming to create a vast assortment of new supplementary techniques to teach their forces, to ready for the oncoming battle with Iwagakure. This particular technique was designed after watching some clouds drift by. He began to realize that enemies were vulnerable in the air, and that if one could learn to drift like a cloud behind them, they could land some heavy blows.
Jutsu Name: Drifting Cloud Technique

Jutsu Description: A technique that requires a decent physique. The user watches an aerial opponent intently, gauging their rate of movement and direction. They then initiate a controlled jump to appear directly behind them, moving at exactly the same speed and rate. Leaving a foe likely helpless to an aerial strike!

Statistics: Variable Stamina cost. Costs movement action.
Can only target an aerial foe. However this can be chained in the same turn as an action that knocks them aerial, if they have not moved that turn. They are able to move up to 4 tiles away from themselves, and up to seven tiles straight up from that point to reach their opponent. This technique costs 2 stamina per tile moved, including aerial. (If they're 2 tiles away, and 5 tiles high, that'd be 14 stamina.) This technique is extremely fast, effectively completing its movement instantly, appearing behind their opponent. This can lead up to an attack in the same turn this is used, making it extremely difficult for the opponent to respond.
The user moves in exactly the same way the opponent had, remaining in the air and moving the same amount of tiles away each turn regardless of any change in the opponents movements after using this technique.

This allows someone to move behind them, and perform a flank attack unless the target has find your center?

Aight.

Yeah, if they're in the air, to do a follow up technique. Not just a basic attack. As for flanking, sure, but mostly its to capitalize on the vulnerable nature of somebody in the air. To perhaps follow up with one of those aerial sword moves, or a dropkick in Keizuna's case. Or to swiftly suprise a flying opponent like a Karasu. Should the user have the stamina to spare, that is. Jumping seven tiles in the air is gonna drain pretty fast.
