(IC) Purpose for Jutsu: Keizuna has always been a user of C ranked and lower techniques, outside of supplementary jutsu such as clones. He knows the power of fundamentals, and as a figure in the village that has taught so many people, he's aiming to create a vast assortment of new supplementary techniques to teach their forces, to ready for the oncoming battle with Iwagakure. This particular technique was created after Keizuna was experimenting with using basic chakra power combined with taijutsu. He intends to create a way for even physically frail people with high chakra to be able to land a decent physical blow, such as the Karasu waifu for laifu.
Jutsu Name: Porcupine-Lion Palm
Intended Rank: C
Jutsu Description: A fairly basic technique in concept, that actually requires a high amount of chakra control and physical reflex to apply properly. The user coats one of their fists in their chakra, applying a selective amount of control to either strike their foe with greater physical force, like a lion. Or to overload their opponent's nervous system with hundreds of chakra quills, like a porcupine.

Statistics: 10 Stamina cost. Variable Chakra Cost. Variable Effect. Variable Damage
The user launches a basic, and powerful palm thrust punch towards their foe. This punch's damage does 10 +5/-5 for every ten points of strength over their opponent's endurance. However, the user can boost their strength for the technique's damage as much as they want, up to a max of their control in extra strength. This technique costs 5 chakra extra for each extra point of strength used. (Example, if you have 30 strength and 100 control, you could boost it up to a maximum of 130 strength for 500 chakra cost on top of the 10 stamina cost. )

You can instead activate Porcupine Palm
Porcupine Palm: This technique instead applies normal strength damage of 10 +5/-5 for every ten strength over endurance. Regardless of damage, the user can then use any amount of their control, paying 10 chakra per control to flood their opponent's system with chakra. If the attack lands, the opponent is affected with X stacks of Quills Each stack of Quills lowers the opponent's control by 1. And prevents the casting of techniques with jutsu power greater than their control.  
If an opponent's control drops to -50 or less as a result of Quills their chakra is set to 100 if it wasn't lower, and they are stunned for two turns.
An opponent may complete a rest action to restore their chakra flow to normal, removing all stacks of quills. The rest action must be unhindered.
Additionally they, or any ally can spend 15 chakra per quill to immediately remove any amount of quills. This can be done at any time as a free action during their turn.
(Might seem slightly imbalanced to make them pay more chakra, but i figure it lets them CHOOSE how many quils to get rid of. so they only really need to get rid of as many as their strongest jutsu. which is likely only half.)

Would splitting both up into different C ranked techniques work better then? Or would you rather just raise it to one b rank, and probably lower the outrageous chakra costs of quills? Especially since quills is fairly meh on high control opponents with the chakra to disrupt them instantly, and useless on taijutsu specialists who can just ignore stuns and don't care about chakra or control anwyay.

I don't think the whole hyuuga argument is a very strong one, when chakra blocker is free in the perks tree for any non hyuuga to grab. And Keizuna has pretty reasonable control for a taijutsu specialist.

Especially not for the lion part. Maybe for quills requiring that perk, I dunno.

It just feels like this is another version of hyuuga, the wording of flooding their opponents system with chakra sounds so hyuuuga.

Well the way I was thinking was, Hyuuga use precision to input a little extra chakra into little pointer finger strikes to hit the various chakra points. But this technique would be more along the lines of a really brutish example. using massive amounts of chakra in one palm thrust, to flood their chakra network with thousands of little chakra quills. That would clog up their network and make it harder to cast, or even move if they had a really weak flow of chakra.

The lion palm is a more brutish way of enhancing your strength with chakra.
Sorta like the red mage of chakra-taijutsu. Using way more chakra than you probably could, for a similar if not slightly worse result, but doing it because its easier to learn than actually mastering a skill.
